Under GSA's MOBIS Schedule 874, PWT provides specialized consulting, program integration, and project management services to help customers improve the management and effectiveness of their organizations. We integrate cost, scheduling, quality assurance, and integrated safety management practices into a comprehensive approach; design and implement effective safety systems; support ISO 9001 quality certification; and provide training development and presentation. MOBIS services have been provided for DOE, DoD, GSA, and other agencies at locations including the East Tennessee Technology Park, DOE Albuquerque Operations Office, DOE Los Alamos Area Office, DOE Kirtland AFB Area Office, DOE Amarillo Area Office, USGS Yucca Mountain Project Branch, Oak Ridge Y-12, and Rocky Flats.

RELEVANT CORPORATE EXPERIENCE HIGHLIGHTS
Performance/Quality Assurance for Bechtel Jacobs Company

PWT provided performance/QA services that include technical support and oversight functions to Bechtel Jacobs Corporation (BJC), the DOE Oak Ridge complex M&I contractor. PWT implemented BJC’s QA program to support environmental restoration and waste management activities and 10 CFR 830.120 requirements, including: QA program and field oversight, corrective action plans, QA assessments, readiness assessments, nuclear safety document reviews, standards management program, procedures program, and issues management and occurrences program.


Information Resource Management Services

PWT supported the DOE East Tennessee Technology Park Information Resource Management Program with program management, records management and document control, document center assessment, administrative record, and document coordination services.


Standards Management System for Bechtel Jacobs Company

PWT assisted the Policy and Management System Organization to develop and implement an efficient and effective Standards Management System (SMS), with consideration given to numerous influences including DOE and DNFSB requirements; budget issues, and providing adequate protection to the environment, public, and workers. PWT prepared impact assessments and implementation plans; helped define and implement system requirements including participating in audits, walk-down assessments, and surveillances; conducted SMS overview training; and assisted with preparing training modules.


Technical and Management Support to the Quality Programs
PWT provided management and technical support to the Environmental Management and Enrichment Facilities (EMEF) Quality Programs Division (QPD) for general quality and statistical support to various teams/programs. PWT’s management specialists assisted with quality assurance assessments, process development, process simplification, audits, surveillances, requirements development and evaluations, trend analysis statistical evaluation, and modeling.

Technical Support for the Central Accounting Dept, Office of the Corporate Controller PWT financial analysts assisted with DOE trial balance reconciliation of completed plant, equipment, and construction work in progress; split-fund appropriations, DOE Management & Reporting System input, and general cost accounting and accounts receivable support.

Health & Safety, Waste Management, D&D Technical Services for the 3 Building Project
PWT provided technical, quality, regulatory, and health and safety support services for the 3 Building D&D Project being performed by BNFL, Ltd, and its partners. PWT helped develop and finalize safety and health plans for building demolition and decommissioning including preparing management instruction, instruction guides for various safety and health activities, and low-down requirements linking the instructions to Federal Regulations; conducted on-the-job training; and provided direct health and safety staff augmentation. PWT also provided hazardous, radioactive and mixed waste management oversight, and provided programmatic regulatory guidance and procedures implementation.

Integrated Safety Management Support Services PWT provided integrated safety management services, and implemented QA programs to support DOE’s environmental restoration and waste management activities and ensure implementation regulatory requirements for nuclear facilities and activities at the East Tennessee Technology Park. This effort required a broad range of engineering, analytical, and scientific capabilities.

Technical & Management Support Services for DOE/Albuquerque PWT provides technical and management support services to DOE/AL. PWT manages ES&H Integrated Safety Management programs for DOE/AL offices and implements health and safety programs ranging from nuclear safety to confined space; manages the tasks for stabilizing, transporting, and consolidating excess nuclear materials; provides regulatory compliance expertise; manages community relations for DOE via various citizen’s advisory boards and extensive stakeholder interactions; provides DOE oversight of the Pantex M&O contractor’s environmental projects including groundwater/soil contaminant investigations and implementing corrective measure solutions; and assists in executing the W80 Lifetime Extension Program including program management, weapons and task scheduling, risk management and mitigation, and performance measurement.

Technical, Quality Assurance, and Administrative Support for the USGS Yucca Mountain Project Branch
PWT provided technical and operations support to the USGS Yucca Mountain Project Branch (YMPB). PWT QA specialists instituted stringent document control procedures and reviewed all work products to ensure that nuclear QA requirements were met for all program elements; maintained the records management and tracking system for all YMBP documents; provided project control and scheduling expertise for tracking monthly budget and cost using Primavera; maintained the USGS computer network and help desk; coordinated YMP training for all government and subcontractors; maintained property control reporting systems and managed DOE property tracking and disbursement; provided database management; and conducted geologic, hydrologic, and geochemical studies at the Nevada Test Site to determine suitability of the site as a repository of high-level radioactive waste.

Project Management and Control Support to Environmental/Waste Management Programs PWT provided financial management, project control, project planning and budgeting, and information system management support to Lockheed Martin Energy Systems, Inc. (LMES) for work associated with the DOE Environmental Restoration Waste Management (ERWM) Program at Oak Ridge National Laboratory and the Y-12 Facility. Services included project planning, budget forecasting, prioritization, and cost validation; occurrence reporting, issues resolution, procedures development, and regulatory review; expertise with schedule networks, project management software, performance reporting, and computer database applications; financial information and performance reporting; management/maintenance of the quality information databases and application software for the facility; and technical and administrative project planning and tracking support for managing legally compliant CERCLA administrative records for ERWM multi-site and multi-contractor programs and activities.

Comprehensive Support Services for the Environmental Management & Enrichment Facilities Waste Management Organization PWT provided project management/project controls, technical, legal/regulatory, programmatic, and administrative support to LMES Waste Management Organization (ESWMO). PWT established project budget/cost and schedule baselines, and prepared project management information system baseline planning reports; provided strategic planning and evaluation support for waste management, project scoping and strategy, corrective action identification and implementation, and cost avoidance; developed and generated various project planning and scoping documents regarding ESWMO project issues; provided RCRA, TSCA, CAA, CWA, AEA, and other regulatory expertise; conducted readiness reviews; developed and reviewed implementation of quality objectives; provided document management, ADP support, and training; and developed presentations and audio visual material.

Project Analyst and Project Control Support to DOE Facilities PWT provided project analyst personnel to support Environmental Management and Enrichment Facilities (EMEF) activities and project control personnel at the Oak Ridge Y-12 Plant. PWT prepared monthly project management/control reports, work and funds authorization documents, and baseline change proposals and baselines; performed schedule “what-ifs?” through the use of Open Plan; maintained review schedules, communication, and organization of data and records; provided input and maintenance of the Management Control Information System (MCIS); supported the program team for requisition tracking and subcontract plan reporting; provided oversight analysis functions; provided overall project management coordination of tasks; and provided overall work authorization coordination.

RFETS Technical Support Services to the Department of Energy
PWT provided technical support services to DOE at the Rocky Flats Environmental Technology Site (RFETS) as a subcontractor to SAIC. PWT provided technical and programmatic management of developmental and operational environmental programs and analysis of facility readiness, operational adequacy, and regulatory compliance; reviewed and coordinated other baseline environmental project/program management documents for regulatory compliance; provided technical expertise to support all aspects of the solid and liquid residue management programs and designed systems for interim and long-term storage, permitting, sampling and characterization, processing, packaging, and transportation of high- and low-level radioactive waste; prepared recommendations for testing activities related to solid and liquid residue treatment; developed and implemented appropriate NEPA documentation for the hazardous solid and liquid waste management programs including providing advice on NEPA policy, regulations, strategy, and application and coordinating preparation of the site-wide Environmental Impact Statement.
